- Hunter shoots a boy caught robbing a convenience store, while Belker struggles to protect senior citizens from a violent mugger.

Buntz is suspected of keeping and selling a kilo of cocaine for himself from the plane crash suitcase. LaRue is nearly shot in the face and afterwards, briefly thinks he's invincible. Goldblume's first short story is published and everybody in the precinct except Belker recognizes himself in one of the characters.
- Jablonski, Hill and Renko go on a disastrous hunting trip on their day off. Goldblume was supposed to join them, but runs into obstacles of an ever increasing nature on his own.
- Ambitious city councilman Wade hassles Captain Furillo about runaway crime. The formerly promiscuous Grace Gardner has become a nun, and she wants to help make the Blues feel better. Buntz deals undercover with some dangerous shylocks, and a delay in getting payment to them has dire consequences.

Finally Bates and Goldblume come to the rescue before Hunter can wreak serious damage on the two. A former co-worker, Tommy Donahue, from another precinct, persuades a reluctant Buntz, who feels indebted because Donahue caught a bullet meant for Buntz back when they were partners, to help him arrest a bookie to whom Donahue owes money. Donahue shakes down the bookie and goes from debtor to creditor. Buntz cuts his ties to his former partner over whose downward trajectory Buntz cannot seem to make any impact.
- On her first day as Assistant District Attorney, Joyce seeks out the truth behind the assault of a young black athlete by three white teens. Mayo has dinner with Chief Daniels. Belker is looking for a place to stay and Hunter offers him his newly repaired RV.
- The cops have their hands full with people competing in a radio station's Most Outrageous Act' competition. Washington gets emotionally involved with the mother and sister of a mentally disturbed young man. Lt. Hunter returns to EAT duty. Renko and Hill are picked out to test a new computerized patrol car.

'Operation Duckling' puts many of the officers in drag as they go undercover to apprehend the St. James Park rapist. After responding to a call on a jumper Henry has a flat tire in a bad neighborhood and is harassed by a gang of youths and Phil is beginning to show signs of weariness trying to keep up with two women.

This occurs when Ballantine is filling in for Hunter as leader of the EAT squad.
- The search for Rev. Booker Simons' killer is complicated by interference by narcotics inspector Keenan and Faye's attempt to aid the widow. Jesus Martinez has changed his look and become a law student, who's first case is prostitute Lotta Gue. Hill & Renko find a dead man accompanied by a life sheep.
- Councilman Wade tries to clear his name by digging up details from Washingon's personal life. Sister Chastity, formerly known as Grace Gardner, finds herself tempted by the flesh. Goldblume is given an offer to write his memoirs. Belker is under cover at a car chop shop. Renko and Hill have to deal with a loud mouth shirt salesman.
- Furillo faces a moral and emotional dilemma when his father is shot, while Belker has nightmares about nuclear destruction.
- Furillo angers Briscoe by pursuing a major drug king on a minor charge. Hill's father comes back to ask him for money. Jablonski tries to get in between a priest and a scrap metal dealer. Belker gets upset at Tataglia for being involved in a dangerous arrest while pregnant.
- Furillo angrily agrees to use his men to protect corrupt cop turned informant Ralph Macafee from a possible assassination attempt. Esterhaus has second thoughts about his upcoming marriage to Cindy after Grace Gardner pays him a visit at the station house.
- Furillo agrees to let a local news crew film the precinct. Belker brings in a suspect who believes that he is Dracula. Washington and LaRue capture a woman who is in possession of the gun that shot Hill and Renko.
- News breaks during Roll Call that patrolman Swan has killed himself following Buttman's rowdy initiation party. The hooker that was involved also turns up dead and Washington leans on officer Garfield to spill the beans on what happened. Calletano, Hunter and Goldblume all have their eyes on a Government study grant to be handed out by Furillo. Renko and Hill find themselves followed by a TV reporter who soon joins Hill for a dinner date. LaRue is tempted to spend another night with Caroline, who became a widow on their first night together and this time, he faces a burglar.

- Furillo breaks the news of Esterhaus's death. Bates is given serious consideration for Sergeant. Coffey's girlfriend is sexually assaulted. Belker goes undercover as a truck driver to try and catch thieves that are stealing poultry.

Hill and Renko are in charge of escorting a bear around. Furillo's drug screening comes up positive for alcohol. Goldblume attends to Gina's estate. With one captain dead and another likely to fired, Calletano sets his sights on a promotion. Jablonski leaves the hospital without his doctor's permission to return to work.
- Bates is upset at Coffey for getting her a stripper for her birthday. Belker and two rookie cops go undercover at an arcade. Several suspects are questioned about a deadly armed robbery.

Joyce tells Frank she needs to have some time for herself.
- Furillo has mixed feelings about Jesse John Hudson, a powerful ex-gang leader who's just been released from jail who claims he wants to do good for his old community. However, word on the street is that Hudson is out to reclaim his old turf. Meanwhile, various police officers search the neighborhood for a missing seven-year-old boy and Belker arrests an orangutan purse snatcher.
- An action movie star asks to follow Belker. Bates and Coffey arrest a guy who thinks he is an ET. Hunter tells Furillo that he may have cancer. Furillo looks into an allegation made against his precinct by a disgraced captain who committed suicide. Hill and Renko make a drunk driving arrest on a councilman that is quickly overturned by Chief Daniels.

- "Hill Street Station" introduces us to the many stories on the street, in the squad room, and in the homes of both the uniform and plainclothes officers at Hill Street. After Sergeant Phil Esterhaus completes Roll Call, we begin to learn something of the regulars. John "J.D." LaRue goes out of his way to hit on Assistant DA Joyce Davenport. She's at the Hill and livid with Captain Frank Furillo and his sergeants, who explain that they have "temporarily misplaced" the suspect she is supposed to have in court in just a few minutes. Meanwhile, while on patrol, street cops Andy Renko and Bobby Hill stumble on a liquor store heist that ends in a hostage standoff. Clashes occur between Detective Henry Goldblume, who believes in negotiation and talking to suspects, and Lt. Howard Hunter, a gung-ho commander of a type of SWAT team on the Hill. Add to this mix gang leader Jesus Martinez whose gang members planned the robbery and tries to end it only to yell at his members, and Capt. Furillo finds only by showing up on the scene himself can he end the situation. Amongst this we meet Sgt. Mick Belker, a tough undercover cop who has a penchant for biting his suspects if they try to resist him in any way. Belker has his first run in of several with a pickpocket he picks up in the crowd at the liquor store holdup. Personal relationships are also introduced, when we meet Furillo's ex-wife Fay, who wants more child support, Esterhaus's new love interest, a high-school senior (he's in his 50s), and a secret love affair between Assistant DA Davenport and someone on the Hill. The episode ends with a cliffhanger when Hill and Renko, looking for a phone after their squad car is stolen while they respond to a domestic dispute, stumble onto kids using drugs who shoot the two officers and leave them for dead.
- Belker goes undercover in a wheelchair and finds himself being shadowed by actual wheelchair bound Gaffney. J.D. is sure Hunter attempted suicide although the latter won't admit it. Bates and Coffey catch missing guard goose Honkey red-winged at a grocery store. Bobby is preparing for one last boxing match before he retires from the game.

LaRue's alcoholism undermines his ability to do his job and causes his life to fall apart. Hill comes down hard on a teenage mother who continually neglects her two children. Bates and her new partner Coffey get to know each other better.
- Frank convalesces at home. Fabian's mother tries to hit up Lucy for more money. Buntz appears on a court TV show. LaRue and Washington get in trouble when they botch a federal gun-running investigation.
- A gang war between the Bloods and Shamrocks is brewing. Belker lets the end of his relationship with Tattaglia interfere with his undercover job at a beauty parlor. Garibaldi attempts to get young hooker Carla Walicki into rehab.
- Coroner Nydorf offers to fix things when Coffey is accused of killing a prisoner in custody.
- Frank risks a promotion to commander by pursuing an investigation that links a city councilman from another district to the murder of a prostitute. Belker is harassed by a new anti-Semitic cop.
- Belker goes undercover to try and catch a guy who is using homeless people to commit insurance fraud. Renko gets in hot water after he asks a hospital intern to lie about a patient being dead on arrival. Fearing that it will hurt his chances of being elected to office, Daniels tries to get Furillo to cover up the details of the murder of a dirty cop. Coffey tries to get through to a Vietnam vet suffering from post-traumatic stress who snaps and takes people hostage.
- Bates' new partner is accused of sexually harassing a hooker. Ballantine is reinstated, but still crazy. Buntz' erstwhile friend tries to end him in a garage shootout.
- When the check LaRue used to pay for the Las Vegas plane tickets bounces, their return trip gets canceled. The actor formerly known as the Cisco Kid causes havoc on the streets once more, this time dressed as an American Indian. Furillo takes in the conspirators against Mayor Cleveland despite the Hill being understaffed.
- Ray Calletano is a contestant on the game show 'Lucky Ducks'. Hunter is concerned about his ill horse Apollo. Coffey and Davis arrest a man who'll eat anything for money. The tuxedo fitting for Renko's wedding attendants turns into a brawl. Later his first meeting with his future in-laws doesn't run smoothly either.
- Furillo is furious when his separation from Joyce is mentioned in a newspaper article involving a death row client of hers, Celestine Gray. Stan Jablonski takes over roll call duties from Bates, who returns to patrol with Coffey. Fay takes up a permanent spot in the precinct working for the Victim's Aid pilot program.
- Bobby represents the Hill in a police boxing match against Al Simmons. Belker books a paraplegic for spray painting his car, only to find out the guy did it because the car was parked in a handicapped zone. Wally's competence as a coroner is questioned at a pre-hearing trial. Renko attacks Coffey after spotting him with his ex-girlfriend. Hill tries to counsel a rookie cop whose confidence is shaken.
- Furillo and Goldblume are grading officers in line for a promotion, leaving Norman Buntz in charge of the Hill. The precinct needs $130,000 to reinstate overtime pay, so Buntz encourages everybody to busts as much illegal drugs as they can to make up the numbers. Belker meets a younger version of himself in a street hustler nicknamed 'Fetch' while Renko is reunited with his stolen motorcycle.
- Furillo has been relieved from command, leaving Calletano and Hunter to share command. Goldblume tells Belker, Washington and Garibaldi (replacing a sick LaRue) to tail William Mullins and make sure he stays away from Joyce. Jesus Martinez is assaulted by his pregnant girlfriend.

Renko gets mad when an assault victim, on the advice of her lawyer, decides not to press charges.
- Buntz catches a mugger who turns around and accuses him of police brutality. Washington is involved in a domestic dispute with near tragic results. Belker goes undercover as a vagrant to investigate the reason why many vagrants have fallen from high buildings recently.
- A nervous Lucy Bates takes over as roll call sergeant and finds she has to 'earn' the podium. Whitney Barnes' pimp turns himself in, only to be confronted by a professional hit man inside the Hill precinct. Frank honors Phil's last wishes by scattering his ashes on the Hill in an informal ceremony attended by most of the day shift.
- Operation Dirty Disco sees Goldblume and Coffey posing as waiters and Gina Srignoli wearing a mic to catch Al DiPiano. Belker and Tataglia are back together and suddenly Jablonski is giving them the cold shoulder. Fay's attempts to help a welfare mother all backfire.
- Belker and Washington go undercover at an adult movie theater. A man who recently lost his job holds his wife and son hostage inside their apartment. Goldblume's wife asks him for a divorce. The precinct plans an exhibition basketball game between the officers and the gang members.
- Furillo risks perjury after he's subpoenaed to testify before a grand jury investigating police corruption. Renko gets upset when his service revolver is stolen. Captain Freedom reappears to thwart a robbery.
- Esterhaus decides to propose to Grace. Martinez claims to know the whereabouts of the governor's kidnapped dog but wants something in return. Teresa breaks up with Renko and has her eyes set on Coffey. A homicide charge against a key suspect is put in jeopardy when the coroner accidentally cremates the body of the victim. The mysterious "Phantom of the Hill" continues to terrorize people from the sewers.
- Things heat up between the gangs on the hill as the president plans his walking tour.
- Chief Daniel's campaign for Mayor is ruined by several factors including a TV debate debacle, a precinct visit from single mom Fay, a murder at Murray's Wonderland and the dismissal of the Robson case. Renko ends up with green dyed skin after busting the 'Emily Post bandit', who swiftly escapes and takes a hostage.
- The President of the United States wants to visit the Hill, and the station has to deal with how to make it happen.
- Hunter buys a tank and blows Renko and Belker's undercover operation on his first outing. Several officers pose as streetwalkers and Coffey is conflicted when he has to arrest his high school football coach. Davenport reminds Furillo it's their anniversary, while Goldblume and Gina go on a double date with Garibaldi and Fay.
- LaRue and Washington investigate two policemen suspected of stealing. Furillo blackmails Chief Daniels to get Goldblume reinstated. Gennaro accompanies Belker on an undercover drug deal. Renko is unhappy with his birthday present- a call girl set up by Hill and Coffey.
- Police officers are the target of a cop killer on the streets and are pestered by rats inside the precinct. Frank and Joyce are looking to buy a bigger house. Belker is undercover disguised as a bag lady.
- Capt. Furillo is shot on the courthouse steps, and Joyce recalls the details of their meeting and courtship. The shooter dons a cop uniform and stalks Frank in the hospital. Buntz tracks him down and they have a confrontation in a stairwell.
- Fay's house is burgled, and some unspecifiedly private movies involving her and Frank, along with usual items of value, are also, suspiciously, pinched. Dominique Dunne guests as a teenager abused by her mother. Scummy narcotics cop Stan Mizelll's autopsy shows he died full of illegal drugs, and his safe deposit box turns out to have a couple of ounces of coke, $40,000 in mint 100s, and a pair of fur-lined handcuffs. At the funeral, Councilmember Detweiler tells Furillo, who he'd previously demanded choose sides, that he's going to bury him and Chief Daniels with the Mizell revelations, but Furillo argues for Fuchs anyway, even after dressing him privately down about Mizell's lack of supervision. Detweiler's further drunk driving problem resolves the issue in Daniels', and thus Furillo and Fuchs' (and the city's) favor. Joe and Bates get a baby abandoned in their back seat. Mick's decision to pay for home nursing his abusive father instead of getting him in a nursing home proves problematic. Mick, J.D. (whose lawyer is involved in the insurance scams) and Washington raid the insurance doc's office at the moment he's quite coincidentally about to lance Bobby's boil. Later, Bobby flirts with the new cop raiding the doctor who sneaks a photo of his naked boiled butt. Renko wins a Thanksgiving turkey in a precinct raffle, but it turns out he has to bring it home live and slaughter it. Howard has religious differences with his nurse girlfriend. Furillo's home movies are mysteriously sent back to him through PD services, and what he and Joyce later view of them is tame indeed (Travanti's actual graduation, the second verité moment, after Dunne's bruises); perhaps that plot line ended up mostly on the cutting-room floor.
- An undercover narc with a history of racism is accused of shooting an unarmed black man. LaRue's drinking starts to affect his job performance. Hill goes out of his way to help a woman who neglected her children. Goldblume's son lands in the hospital.
- When Lieutenant Hunter upsets clerk-typist Rhonda Kimmel (Lois Foraker), she barricades herself in the male toilet LaRue spends the night with Cathleen McConnell Martha Ferris), the victim of a car-jacking, but during the night she receives news of the murder of her husband - LaRue wonders if he has been set up as an alibi. An illegal cable TV installer is arrested, and Davenport turns out to be one of his customers; she is unwittingly involved, but Furillo uses the situation to engineer an end to their separation. Rachel Goldblume's rapist is released on bail, murders his girlfriend, and is re-arrested. Two new rookie officers cause trouble; Laurence "Larry" Swann (Tim Robbins) by his timidity, and Randall "Randy" Buttman (Michael Biehn) by his arrogance and insubordination, leading to first day reprimands from Sergeant Bates and Captain Furillo. At an end-of-shift gathering of rookies from across the precincts, Swann is tied up and stripped, and forced to engage in sexual activity with a prostitute in front of the other rookies.
- On Christmas Eve, Washington tries to make amends with the widow of a liquor store owner that he accidentally killed during a robbery three months ago. Hill's deadbeat father stops by the station to pay him a visit. Belker goes undercover as Santa Claus and has to deal with a fresh street kid who knows he is a cop.
- Garfield insists Steger planted a gun on a dead suspect. Due to a strike, cops have to haul corpses to the morgue; Hill comes upon the body of his father. Bates's ex-beau Hopper complains to Coffey after she has a blowout in his studio.
- Renko worries all day when a gypsy places a curse on him, while Larue is giddy about the glory he will get when a suspect he arrests admits to more than a dozen murders.
- The station deals with a smoking ban. Chief Daniels offers to endorse Furillo as his replacement in return for a favor. LaRue pitches woo with a snake-loving tattooist who is working with him to bust thieves.
- LaRue and Washington try to find clues on the person responsible for assaulting Garibaldi, who remains in critical condition. Rumors abound about Hunter's new girlfriend. Mayor Cleveland's son remains on the loose. Furillo assembles a committee to investigate police corruption.
- Joyce Davenport is taken hostage by a desperate suspect who holes up in a market with her and a wounded victim. Belker wrecks a car belonging to LaRue's brother-in-law.
- Wachtel sentences a landlord to spend time in his dilapidated buildings, and Furillo finds Cleveland could benefit from an investigation into Donahue's death.
- Esterhaus is up in arms after his car is stolen. Washington believes that LaRue has changed after seeing him for the first time since his demotion. Hill, Renko, and Goldblume go undercover to catch a scheme perpetrated by prostitutes and phony cops. Davenport has a meltdown in court.
- The final results of Furillo's corruption commission report place blame on Daniels. An angry Daniels responds by making an example of a night shift cop involved in the shooting of a promising teen and blaming Frank. A mentally unstable man is brought in for disturbing the peace while dressed up as Rambo. Buntz becomes involved in the hiring of another khaki officer.
- The new voice activated vending machine will do anything for Officer Tina Russo. Goldblume and Buntz wire a former gang member called Alfred Williams to find out who slaughtered a family in their sleep. Flaherty and Bates deal with a rich lady and her Latin lover. Renko has another one of those days in which he just can't keep his clothes clean.
- Sal Benedetto has a plan to take down Rollie Simone and isn't about to do it by the book. Leo is helping a drug addict called Rico get clean. Joyce and Henry interrogate a man with multiple personalities who may be a murderer. The TK4600 robot is on loan to the station.
- Davenport is held at knife-point by a suspect in the booking area. Larue and another office argue over who will make an undercover bust. Fearing that his apartment will be torn down, an elderly man threatens to jump to his death from the top of a building. When Belker goes to the bank to be approved for a loan, he gets more action than he bargained for.
- Goldblume investigates a suspected case of aspirin tampering, while Belker works undercover looking into a scam.
- LaRue makes a fool of himself with some high school girls; Belker endangers his relationship with Robin by trying to protect her.
- After the public defenders walk out, the blues have to use discretion in making borderline arrests as the station overflows with suspects.
- LaRue takes an unhealthy interest in a group of young cheerleaders. Calletano stand up against Chief Fletcher for the Latin American Coalition when an innocent Spanish-speaking man is shot. Bates discovers Russo and Flaherty are having an affair. Golblume has to hunt down Alfred Williams. Renko is afraid his wife may be coerced into having an affair by her new male co-worker.
- Hunter takes Fay out to lunch only after Frank and Henry's permission. Renko gets mixed up feeling when Daryl Ann reveals she is pregnant. Joyce is pressured to identify Timothy Mullens, causing his brother William to threaten her life in front of Frank.
- Furillo gets in trouble with Mayor Ozzie Cleveland for criticizing 'Operation Stop 'N' Cop' on the news. Joyce faces a situation of life and death while visiting a client. Belker arrests his regular pickpocket one last time.

A member of Hunter's SWAT team is put under scrutiny after shouting an obscenity while firing at a hostage taker. Calletano participates in an undercover operation at a hotel. Davenport performs a last ditch effort to save a former client who is scheduled to be executed.
