This is the first of three "Tiny Toon" episodes animated by StarToons in Chicago, Illinois. Its founder, Jon McClenahan, had previously animated numerous scenes for Kennedy Cartoons during the first season before being given the chance to try a full episode. StarToons would work on numerous other Warner Bros. Animation shows during the nineties, including Taz-Mania (1991), Animaniacs (1993), Road Rovers (1996), and Histeria! (1998), before shutting down in 2001.
Henny Youngman guest stars as himself (albeit a chicken version of himself) and delivers some of his most famous jokes. Youngman was a famous Borscht Belt comedian whose trademark was coming on stage with a violin which he would never play.

In addition to Henny Youngman, five other characters based on (though not voiced by) famous comedians appear in this episode. The comic who upstages Babs in the open mic night segment is based on Robin Williams; the squirrel is based on Emo Philips; the roach is based on Andrew Dice Clay; the walrus is based on Louie Anderson; and a cigar-smoking chimp resembling George Burns makes an appearance in the "Lame Joke" segment.
According to the Animanicast podcast, Jon McClenahan animated most of the first segment "Stand and Deliver", while Spike Brandt did most of "The Potty Years".
