The combination of the shockwave's concussive effects and the shrapnel of a hand grenade gives it a kill radius of 5 meters and a casualty radius of 15 meters. This means that some of the bystanders would have become casualties and the fence would have been significantly damaged even with the victim's tissues absorbing much of the effects. Despite this, no one else seems to have been injured and the fence seems to be unscathed.
