It is Mr. Reese's birthday, which at the end of the episode his military record shows as being May 1st. But when he looks at his phone, the date says April 24th.
Finch won't allow Reese to work the number because it deals with domestic violence and, Finch contends, Reese "has sensitivities" about wife beaters. However, they already dealt with a serial wife beater in Get Carter (2011), and John didn't kill the man; he simply tied him up and left him for the police, even though the man had not only physically attacked his wife, but come at her with a shotgun and threatened repeatedly to kill her. If his "sensitivities" were so serious, Finch wouldn't have let him near Ed Kovach.
As John goes to confront the Marshall in their office he unbuttons his suit jacket, but as he turns to walk away, after the assault his jacket is still done up.
