At this point in time (1890), a number of countries had already outlawed the manufacture and sale of matches containing white phosphorus due to its detrimental effects on factory workers' health. In 1872, the Russian Empire became the first county to ban the use of white phosphorus in matches, followed by Denmark in 1874 and France in 1897; it wasn't outlawed in Great Britain until 1910. In 1906, the labor legislation from several European countries met in Berne, Switzerland to create a treaty to prohibit the manufacture, importation, and sale of white phosphorus matches. This treaty was signed by Denmark, Finland, France, Germany, Italy, Luxemburg, the Netherlands and Switzerland. It is considered to be the first international attempt to ban an industrial product.
