The documentary was originally scheduled for an initial release at the 2017's Tribeca Film Festival but due to legal issues surrounding the subject matter of the film, the producers decided to withdraw the film from the competition.
Producer Trevor Birney was arrested in 2018 on charges of violating the Official Secrets Act. Director Alex Gibney declared in a 2019 article for the New York Review of Books, "police, confronted with compelling evidence of likely suspects in a grisly mass murder, avoided reckoning with the homicides and sought instead to harass filmmakers for trying to reveal the truth".
