But Decourcy Ward, the ambitious new Assistant District Attorney, wants to uproot the system. When an armored truck heist in Revere leaves three guards missing, Jackie and Decourcy struggle to align their moral compasses. - Cops are at a funeral, Jackie Rohr talks to an older peer about a Commission set up to investigate the Boston PD. Jackie says nice things to the widow about her late husband. In the parking lot Jackie continues joking with his buddy. The older cop finally tires and warns Jackie times have changed for cops, he leaves shaking his head. Jackie then pays some other men $20 ea for showing up, after promising $50.
Decourcey Ward buys a coffee with Detective Hank Signe. Uniformed cops barge past and make him spill his hot drink, Ward looks ready to start something, but then buys the cops their coffees, smiling.
A team of plainclothes cops enter an apartment with weapons, it's the wrong unit, but a resident pulls a gun and shoots, then escapes out the back. One cop is hit in the leg, they realize they went into 127 not 217 as on the warrant. A young man is kicked in the face.
Ward is given the case, his boss gave it to him as an easy slam dunk cop shooting for his first trial.
Frankie Ryan goes to a bar and plays a lottery ticket. The bartender locks the door, men bring out a crate of weapons, military M16s and an AK-47.
Rohr goes to the jail to see his snitch, the guy who was kicked in the face. The guy wants Jackie to get him released. Outside the jail a prosecutor tells Rohr the case was assigned to Ward, the new guy who was on the St.Clair Commission. Both laugh and roll their eyes.
Near the docks Frankie Ryan and his gang get into a van and change the plates. An armored car makes it rounds. The gang puts on hockey goalie masks and take over the bank vehicle.
Jackie goes to court to see Decourcey Ward, asking nicely to let the prisoner Roach go. Ward gets defensive and refuses.
In the armored car one of the guards makes an attempt to fight back, but is shot in the head. The driver, Frankie, almost loses control but manages to drive off the road to a quiet park. One of the gang was unmasked in the struggle. Frankie tries to calm things down. The two remaining guards plead for their lives and swear they won't talk, even suggesting they take some of the money to be considered accomplices. Frankie goes for a short walk to think it over, then returns and kills the two guards with point blank shots.
Jackie is having sex with a girlfriend, both take some cocaine. After he kisses her and leaves, the girl's mother complains as he leaves through the kitchen of the restaurant, happily waving to two other cops having an after hours meal. Jackie goes home, slipping in quietly. His daughter is puking into a toilet.
The gang seal up two 50 gal. barrels with the dead guards, they dump the barrels into the river and watch them sink.
Siobhan looks at what her husband Decourcey is doing, reading the file on the cop shooting. They kiss and joke around.
In the Rohr kitchen Jackie meets his wife Jenny and mother-in-law. Jenny asks about his night shift work and makes a sarcastic comment about his sniffles.
Jackie goes to Ward's boss to see about getting Roach off. They discuss Ward, his career ambitions and his wife, who has the money. The DA asks Ward to drop Roach, who still refuses on principle.
Ward goes to a homicide scene at night, #99 on the year. Ward asks Det. Signe about Jackie Rohr. The cop tells him Jackie is the "Doug Flutie" of the FBI and is well respected for a major Mafia bust 10 years ago. He suggests it wouldn't hurt to do Rohr a favor and not to get on his bad side.
Frankie Ryan goes home with groceries. He relaxes on a sofa, his daughter Kick calls to him, she has nightmares about him going missing, she dreams of "Uncle Kinicki", he tucks her back in to bed. His wife Cathy comes to get him. Frank has to go to get his younger brother from the local police station, Jimmy is drunk, and had caused some racist trouble; the friendly cop on duty let's them go out the back way.
In court Ward closes a case, Jackie brings him a coffee and tries to make amends. Ward wants the name of the real cop shooter, he sternly tells Rohr he wants to clean up corruption in the city. Jackie finds it amusing.
Ward goes to a precinct to see Detective Minogue, the leader of the apartment bust that went wrong. The cop is aggressive and expects the DA to back him up, trying to cover up they went to the wrong place and there were two men, not just Roach. The cop scoffs when he hears Rohr is asking for Roach, then hints infamous mobster Whitey Bulger is being protected by the FBI. Minogue dislikes Rohr.
Jackie sings along to Rush on his car audio, getting himself hyped up. He enters a Boston police station to see the cop who let Jimmy Hayes go. The two agree to a deal. Jackie goes to a stakeout location to see Det. Minogue. They argue in the van, Jackie mentions the cop's brother Gary hinting at some embarrassment, and tells Minogue to change his story at trial so Roach will be freed.
Jimmy Hayes drives to a market, his brother Frankie works in the produce department. Jimmy needs some cash, to take a rehab in Florida where his kids live. Jimmy gets angry and then tearful, leaving.
At the Roach trial Jackie watches from the back seats. Det. Minogue blindsides Ward with his testimony. In chambers the Judge tells Ward he is too righteous and should have let Roach go before trial. At home Decourcey is furious at how the system just turned on him, Siobhan wonders why he didn't just do what was asked, they squabble over his ethics.
Jimmy Hayes makes eye contact with a woman at a bar and soon they are banging in the washroom. Two men interrupt them and start a fight, Jimmy, a good scrapper, takes them both out and swallows a shot of spirits. In the morning he is still at the bar, greeted by Frankie. Frankie is upset with Jimmy wanting him to grow up and straighten out. Jimmy asks about Kick and her dreams about Kelly Kinicki.
At a hairdressers women talk about the armored car robbery. Kick Hayes comes in with a bloody face from a fight with another kid, her mother Cathy is frantic and takes the child aside. She cleans the girl up and then tells her to go and get even. Later, Kick sleeps while Uncle Jimmy plays with the other two Hayes' kids. In the bedroom Frankie tells Cathy they only got $1500 each from the heist. He asks her to give Jimmy some money, she checks her ledger and reluctantly seems to agree. They have sex.
Ward works late in the office. Two Investigators show him the armored car robbery file with the missing presumed dead guards. The detectives say give it to the Feds because no one in Charlestown will talk to Boston PD.
Frankie has a smoke outside his market, a uniform cop walks close by to see him scratching a lottery ticket.
Ward goes to a bar where Jackie Rohr is telling his war stories. Ward asks Rohr what he wants, which is to retire with a pension. Ward invites him to help with the armored car case with missing guards. Ward wants to clean up Charlestown.
Frankie and Jimmy wait on some steps, they meet his gang. Frankie wants to do another truck job, Jimmy and another man Tommy start to fight, Frankie breaks up the meeting.
Jackie explains an approach to Ward. They need to find a cold case so they can start a Grand Jury and subpoena bank robber suspects in Charlestown. Then they find someone to inform on the robbery to avoid jail for the cold case. Ward is impressed, Jackie happily says he was in Law School class of '68. Ward will get the credit.
At the Ebbtide bar the gang reassembles, Jimmy behaves.
Over more drinks Ward opens up to Rohr, and shows his glass eye from being beaten up by his father growing up in Memphis.
The hockey goalie gang take out a red Wells Fargo truck in New Hampshire.
Jackie has a smoke and waits, Jimmy Hayes approaches him to say he knows where the Revere Armoured Car bodies are buried.
