The error is in the writing
The error is in the script.
Obviously Bridges & Lithgow's presence is the draw card, plus it's shot well but... this script should never have gone into production.
The writers have made a mockery of institutions like the CIA, FBI and the War in Afghanistan. There's been no research before concocting the dialogue, no pride taken, no noble message reached.
Bridges plays a Bad Blake (Wild Heart 2009) character but without the wild or the heart. I just don't understand how someone could bankroll such a script.

What a sobering piece. From Australia!
As an Australian, to this day - surrounded still by 9/11 sceptics, I will happily use this fantastic dramatisation to aid and abet the sentiment that this event was perpetrated by those who feature in this series - as I believe was the case.
I will note however that this sentiment is not shared amongst all my countrymen nor the wider global community.
Gosh the world hopes the US will elect a leader fit for office, with a government able to advocate peace amongst nations.
With great power - comes great responsibility.
Spectral (2016)
Smart, Exciting & Unexpected
Smart, Exciting & Unexpected - this was the by-line to the 2014 Sci-Fi thriller 'Edge of Tomorrow' staring Tom Cruise and Emily Blunt.
For me, this film is in the same category, if only slightly less insightful than the former.
As a non-SciFi enthusiast and someone who has only used the 10/10 score a handful of times - (Silence, Pulp, Shawshank and more recently Band Of Brothers), to me a 7+ has at least a significant degree of brilliance.
In IMDb movie review mode I estimate this film is a 7.4, and probably will rate on the Netflix Crackhead scale at about 4.5 stars, but for me it's an 8.
3 quick points...
For action / war scenes, the cinematography is the best yet. It makes the 2015 Star Wars release look like it was shot and cut by high school students. It is shot with serious flair and clearly not just with a view to wow'ing audiences, but complimentary to the story line. I haven't researched it yet, but whoever shot this is better than who Lucas/Team employs. Hard fact.
Secondly, there is a script, unlike Star Wars and unlike most flicks with this much bang.
Thirdly, I'm biased because the lead is played by James Badge Dale who you will know as Private Robert Leckie from 'The Pacific.' At the time I believed he carried the Spielberg/Hanks production and I'm f#*ken stoked to see him in a big budget role and flourishing. He's a superstar - watch this space.
