The film was quite watchable if you didn't know the rea story l that it's based on. It would have been better made in a series format in which the true story and people could have been developed more. If you want to know what really happened then you need to watch the Netflix documentary The Puppet Master. Unfortunately the character played by Gemma Atrterton had nothing to do with bringing Freegard to justice, although he was played very well by James Norton.
