He controls them with a coded tape cassette, which he also uses to disguise his voice as Willard Whyte. This is the seventh or eighth James Bond movies out of 25 or if you want to include the two of "Casino Royale" from 1967, and "Never Say Never Again" that is not owned by the Broccolli family.
