Mistrust Among the Leaders

The first part of the episode shows the meeting between Naruto and the Raikage, whose name is A. Thanks to Kakashi's reputation, and his request, the Raikage accepts to hear Naruto. Omoi, Karui, Samui, Darui and Shee are present, all are surprised, but obey their leader. Anyway, Naruto, who had a plenty of time in the road to think what he was was going to say, he simply asks forgiveness for Sasuke. He wants to prevent a war between their villages, and to stop a cycle of revenges and hate between shinobi. He begs, and knees in tears before the Raikage, who tries to dismiss him. Kakashi tells that Naruto is just doing this for the peace between the shinobis of Konoha and Kumo. Yamato remembers the incident with the Hyuga clan, where Hizashi sacrificed himself to avoid a war that Kumogakure wanted. At the end, the Raikage tells that they, and the world will eliminate Sasuke, and then Naruto can stop the cycle of hate. He also says that a true shinobi doesn't knee before others, he should have more self determination and strength, powerless shinobi are crushed and don't survive on this world. He walks away, before turning back his head one last time to look at Naruto, and then he keeps his way to the Kage Summit, along his subordinates. Of this part, the most reasonable was Yamato. The Hyuga's issue where a Kumo ninja intended to capture a child and get the secrets of the Byakugan, and was killed by Hiashi, was a terrible incident. Hizashi had to sacrifice his life because Kumogakure wanted that or war, without acknowledging the crime committed by their ninja. This says that the Raikage was not and is not a reasonable man. Yamato said that Konoha paid with blood and tears that incident, when the others were guilty and were eager for war. As for Naruto, he wasn't smart or coherent with his request at all. He should have told the full story and the role of Tobi. Still, he did everything wrong and intended to justify Sasuke's crimes by mentioning that the revenge transformed him. Also, when he said he wanted to prevent a war, did he ever thought which person from Konoha would want to avenge Sasuke? The Uchiha are all dead, so there's no one. And not himself or Sakura will murder anyone for Sasuke. That was a plothole. Here is showed how Naruto is flaking out as a character. Looks like he inherited the god complex of Nagato in some ways. He can't believe that he understands Sasuke, that he can talk for him, like if he was his father. He can't go and pretend the Raikage to hear and accept his request, like if he was the savior who most be listened. Jiraiya encharged him to change the shinobi world, and to stop the cycle of hatred, same as Nagato, and Minato, but they never asked him to force his point of view to others, or to justify someone's else crimes. He is being selfish. Jiraiya would be disappointed. He wanted to change the world, and he did it on his own humble way. He never defended Orochimaru, or forced the other villages to do something. He was cautious, made himself a reputation as the Sannin, and became a respectable, strong, cherishable shinobi, who taught the younger generations to grow away from pain, hate and revenge. He didn't teach to repress feelings like Danzo. He was kind, gentle, honest, straight headed, persistant, and set an example for others to follow. He warned the other villages about Akatsuki, that way he tried to help the world the best way he could. There's a limit for what a man can do. Here looks like Naruto didn't learn much of his sensei. Kakashi is failing too, he is overestimating Naruto, instead of telling him that he is too young and has more things to learn. He should have talked him more about Minato, who indeed followed Jiraiya's legacy. For all this, Naruto's storyline declined. Kishimoto made the mistake to try to turn Naruto into a messiah, when the character was only 16. The phylosophical theme was way over his head for this anime/manga.

Then, the most of the episode includes the beginning of the Kage Summit. Each one has information to tell, and an opinion. Gaara says that he was a jinchuriki, and tells what happened to him. He also says that he previously asked for support to the other villages against Akatsuki, to take the matter seriously and protect the jinchurikis, but their answer didn't come or was slow. He also mentions that the only one who helped him was Tsunade. Onoki, the old 3rd Tsuchikage, belittles Gaara for being young, and tells that the villages deal with these issues in private. Considering his words, looks like during the past wars, Iwagakure hired mercenaries, and Akatsuki, given the hardness to produce experienced effective shinobis. He also implies that while on the last years of peace the villages slowly got disarmed, Kumogakure refused, forcing them to stay alert and hire mercenaries like Akatsuki. Mei, the 5th Mizukage, is the only one who regrets not being able to help Suna, and protect their own jinchuriki. She also admits that Yagura (the previous jinchuriki of Isobu of three tails), the 4th Mizukage, was controled by Akatsuki as the rumours said. A, the Raikage, is upset over the discussion and finally tells what he thinks: he doesn't trust any of them, and questions Suna for his previous alliance with Orochimaru which resulted in the death of two Kages. He also says his village is the only one whose shinobis didn't join Akatsuki. In other words, Kumogakure is more pure because their ninjas don't desert for Akatsuki. Still, he wants to prove their loyalty to deal with Akatsuki. Danzo is silent during the discussion, and only says that Madara Uchiha is the leader of such organization. They are all stunned, and struggle to accept it as true. The Raikage doesn't trust Danzo, he knows him. Finally, Mifune, the leader of the Iron country and the samurais, all neutral, states that the best way to deal with Akatsuki is to form an Alliance between the five villages. But the worst part, is that he wants to give the leadership of that alliance to Konoha, hence Danzo, because they still have their jinchuriki, and thinks he must be used as a weapon. The Kage Summit serves to bring more information about the other villages besides Konoha. It also included a background of what happened in previous wars. The revelation of Onoki is important. This tells that characters like Kakuzu, Sasori, Deidara, Hidan, Kisame, had a role on previous wars. Tobi's role on Kirigakure was special and perfect way to act for the villain. Then, the mistrust is evident, especially around A, Onoki and Danzo. Gaara and Mei, as the youngest, are more willing to cooperate and help each other. As for Mifune, he is supposed to be neutral but wants to favor Danzo. This tells that the the old Hokage, who knows that the jonin must vote to approve him yet, has a plan and is manipulating Mifune somehow.

To finish, there's a small part showing Sai's reflectioning. He can't accept Naruto's attitude towards Sasuke's crimes. He then remembers a conversation he had with Naruto in the past, when he noticed given the smiling around Sakura, that Naruto likes her. When he questioned him about why he didn't tell her what he felt, Naruto answered that he couldn't because he didn't fulfille his promise to her. So now, Sai wrongly deduces that such promise makes Naruto more stubborn about retrieving Sasuke. About this, Sai is reading bad the situation, just like when he interrupted the moment when Sakura was about to feed Naruto. He doesn't realize that the knucklehead had his own reasons to allow the beaten by Karui. He is not aware of the "encharge" of Jiraiya, and the talk between Nagato and Naruto. Because that's the part of the reason of why Naruto felt he had to stop Karui and Omoi. The promise is in the distant past now. Naruto has other reasons for his obsession.
